CDM 2015 • Construction phase plan

The construction phase plan a client and the HSE will accept.

Under CDM 2015 the principal contractor must draw up a construction phase plan before work starts. It is also the document a client, principal designer and HSE inspector look at first. What a construction phase plan must do

Five things that get a CPP sent back.

A construction phase plan is rejected for the same handful of reasons. Fix these and it reads like it was written by someone who has run a site, because ours was.

01

Generic, not project-specific

A construction phase plan copied from another job convinces nobody. CDM 2015 asks for the arrangements for managing this project. The plan has to name the works, the site, the parties and the real risks in front of you.

02

Risk arrangements that stop at a list

Listing hazards is not managing them. A client and the HSE want to see how the significant and site-specific risks are controlled: the sequence, the permits, who is responsible and what happens when something changes.

03

Missing the pre-construction information

The plan has to be built from the pre-construction information the client and principal designer provide. If that thread is not visible, the plan looks invented rather than informed.

04

No site rules, induction or emergency arrangements

Site rules, induction, welfare, traffic management and emergency arrangements are the parts a visiting inspector turns to first. A plan that is thin here gets flagged fast.

05

Written once and never updated

A construction phase plan is a live document. It should be reviewed and revised as the work and the risks change, with the revisions recorded. A plan still on Revision 0 at month six is a red flag.

Questions

Construction phase plans, briefly

Who has to produce the construction phase plan?

Under CDM 2015 the principal contractor draws up the construction phase plan. On a single-contractor project, that contractor takes on the duty. It must be in place before the construction phase starts.

Does every project need one?

Yes. A construction phase plan is required for every construction project under CDM 2015, however small. The depth should be proportionate to the scale and risk of the work.

What format is it in?

Native Word, unlocked. Put your details in, edit it to your project and reuse it on as many of your own jobs as you like. You may not resell it or supply it to another company as your own product.

Can you tell me if it fits my job first?

Yes. Email a one-line description of the project and you will get a straight answer, including a straight no if it is not the right fit.

Certification. These documents support your route to certification. They do not confer it. ISO 9001:2015 certification can only be granted by a UKAS-accredited certification body following audit.
