01 · Consultancy

Quality management and assurance

For contractors and delivery teams who need a quality regime that satisfies the client's assurance process, not just the tender.

Most quality documentation fails for the same reason: it describes intent rather than evidence. We build systems around the records a reviewer, auditor or handover panel will actually ask for, then work backwards to the procedures, plans and check sheets that generate them. The approach is the same whether the asset is an office fit-out, an industrial unit, a depot, a mine shaft or a traction substation.

Engagements are scoped to the outcome. A QMS build ends when the system is in use and the gap analysis is closed, not when the documents are handed over. The director has taken a contractor's business through ISO 9001:2015 certification and is a qualified ISO 9001:2015 lead auditor.

What we deliver

  • Quality management system builds to ISO 9001:2015, construction-specific, including pre-certification gap analysis and implementation support.
  • Project quality plans to ISO 10005, aligned to the client's assurance requirements and the contract's deliverable schedule.
  • Inspection and test plan regimes: ITP libraries, hold and witness point schedules, activity check sheets and the register that ties them to the works.
  • Handover and Entry Into Service assurance: assurance registers, gate maps, deliverable tracking and handover pack compilation. Entry Into Service is the transport-sector term for formal acceptance of a new asset into operational use; the same discipline applies to practical completion and handover on any building or industrial project.
  • Audits: internal, supplier and subcontractor audits; pre-certification readiness reviews; non-conformance and corrective action management.
  • Verification and validation reporting: live trackers, open-item registers and progress reporting to client format.
  • Embedded Quality Manager roles: site-wide quality management for a project or programme, from process set-up through NCR, inspection and handover workflows to audit and close-out.
02 · Chartered engineering assurance

CRE, verification and commissioning witness

Independent, chartered engineering assurance for mechanical and building services scope on construction projects of any kind.

On rail and infrastructure schemes the Contractor's Responsible Engineer (CRE) is the named engineer accountable for a discipline's compliance with the design, the standards and the client's engineering requirements. It is a point of accountability, not a signature service. We take it on where the scope is within our competence, decline it where it is not, and say so in writing either way.

Outside rail the same function is carried out under other titles: discipline lead, technical reviewer, independent checker. The work is the same. Where a project already has a responsible engineer, we can support with verification and validation, commissioning witness and the evidence reconciliation that handover depends on.

What we deliver

  • CRE (Mechanical) for building services and mechanical scope: design and installation review, ITP approval, technical query resolution and close-out of engineering deliverables.
  • Verification and validation: requirement-to-evidence tracing, V&V trackers and reports to the client's assurance framework.
  • Commissioning witness: attendance at factory and site tests, review of commissioning records, witness certification.
  • Materials and certification reconciliation: certificates of conformity, delivery records and materials registers reconciled to the as-built.
  • Handover evidence: as-built packs, O&M and health-and-safety file inputs assembled to the acceptance criteria of the receiving organisation.
  • Construction management support: work package plans, task briefing sheets, hold-point control and interface management where a delivery team needs chartered leadership on site.
03 · Project management

Construction project and package management

Chartered-level project management for contractors and delivery teams, from a full member of the Association for Project Management (MAPM) with sixteen years running construction packages on major UK programmes.

Project management on a live site is the discipline that joins the others up: the programme that the ITPs and hold points hang off, the interfaces between packages, the change that has to be priced and recorded before it is built, and the reporting that keeps the client's PMO and the commercial team looking at the same numbers. The director has run packages and workforces of more than 150 people on Crossrail, Woodsmith Mine and Transport for Greater Manchester schemes, and has managed the entry into service of new assets across a whole programme.

Engagements run as an embedded Construction Project Manager or Package Manager, or as defined deliverables: a project execution plan, a work package plan set, an interface register or a recovery plan for a package that has drifted.

  • Construction Project Manager and Package Manager roles: embedded, day-rate, accountable for programme, cost, quality, safety and handover of the package.
  • Project execution and work package plans: the PEP, WPPs, task briefing sheets and permit arrangements that a principal contractor or client reviewer will accept.
  • Programme and interface management: look-ahead planning, interface registers, access and possession planning, and the coordination between civils, structure, MEP and commissioning.
  • Change, risk and early warning: change control aligned to the contract (NEC or JCT), risk registers, compensation event and early-warning records that stand up at the final account.
  • Client and PMO reporting: progress, earned value, KPI and assurance dashboards in the client's format, and the milestone evidence behind them.
  • Handover and close-out management: the plan and the register that get a package from practical completion to accepted, with the documentation delivered on the day.

Basis

Day rate for embedded roles (Construction Project Manager, Package Manager, Quality Manager, CRE, V&V support); fixed fee for defined deliverables such as a QMS build, a PQP or an audit. Engaged directly with StructAssure Ltd or through an intermediary if your procurement route requires it.

Location

Based in County Durham. Site attendance across the UK; remote delivery for document builds, reviews and reporting.

Compliance

Chartered membership certificates, insurance certificates, site competence cards (CSCS, SMSTS, PTS) and a professional CV are available on request for your supplier approval process.
