A reviewer cannot witness "to spec". Each check needs the actual clause and the measurable value: the tolerance, the torque, the pressure, the standard and edition. Our worked ITP shows criteria written the way a Tier 1 reviewer signs off first time.
If nothing stops the work for inspection, the plan is a wish-list. The ITP has to mark where the works stop for the contractor, the client and any third party, and who releases each one. Ours has them set out on every activity.
"Inspection record" is not enough. Every check must name the exact record or certificate that proves it, with a form number. The worked example links each check to a numbered record.
A reviewer wants to see who inspects, who witnesses and who approves, by role, before works start. Blank responsibility columns get an ITP sent straight back.
